I run FSX on a Vista computer with no problems.
One thing I do before starting up FSX is to run the Microsoft program "msconfig". I use that application to turn off all of the startup programs, and leaving the other settings alone. After rebooting, the computer will only be running essential services. When you are finished, just run "msconfig" again and check the box to allow the startup services.
I also set my display rate to 18fps. This sets the maximum frame rate. So, if computer has cpu reserves, the remaining cpu time is spent generating the weather and the scenery.
Also, I turn off the traffic settings or set it to minimal. This way, my computer will not be wasting cpu cycles keeping track of all of the AI aircraft.
It also doesn't hurt to have 4GB of memory, a fast CPU and a the best video card around.
P.S. I did not buy the best liquid cooled gaming computer that the major house brands have to offer. I did not waste 7,000 dollars on one of those beasts. I just started with a good case, a good mother board, a great video card, a great sound card, great cpu, and put the whole thing together myself. If you do that, you can save thousands.
