SPAAcars.exe is not in the download was created by USN0704
After downloading the SPAAcars file, I noticed the .exe file is not listed in the list of files.

Just downloaded to verify - yes...it's there along with all the other files. Note that you have to open the inner folder to see all the files. See the Instructions under Main Menu->Instructions->SPAACARS Instructions for tutorial with lots of screen shots.
