HELP! two sets of ATC Voices

ANYBODY..I need some serious help. A while back I reloaded my FS9 from scratch. For the past year or so I have had double ATC voices except one set does not actually work. Therefore everyother frequency FS9 ATC talks to it is words only and no voice. How do I get the extra set of unworkables off? what file would those be in? It is annoying because I have to pay really close attention to my sim.
