Click on the Pilot's Office under LOUNGE on the left side of your screen, or the picture on the right side of your screen. Then, select option number 21 to post your PIREP.

Walter - try this to fix FSACARS:
I think this mainly fixes errors when trying to upload the flight to SPA, but you can try this.
Delete the data file and then try FSACARS as you normally do. the data file is in your FSACARS folder in your programs folder - in your case the file is probably named SPA118.dat
Move the file out of that folder rather than deleting it to make sure you have the right file and can restore it if necessary - or rename it to something else. The file should auto-recreate on your next normal use of FSACARS and should clear up some errors.
If that doesn't work - then you may have to try reinstalling FSACARS - but first save your SPA.ini file to a directory where you can restore it after a reinstall of FSACARS.
