voting option for photos

Seems I can see a voting option for my own pictures but not for anyone elses - which doesn't make much sense. Really kind of liked that one of Air Hog's that had the 747 at night with the clouds illuminated overhead - but wasn't able to click my approval. Apparently I could leave a comment on it but didn't try that.
