It does take a performance hit unfortunately, but a nice effect for those screenshots perhaps!
Here are another set of settings I came across which seem slightly less "dramatic"
[BLOOM]
BloomPowerDay=7
BloomFadeTime=2000
BloomConstantDay=5
BloomQuality=1
BloomScreenLevelDay=60
BloomCurveDay=0
BloomPowerNight=25
BloomConstantNight=2
BloomCurveNight=0
BloomScreenLevelNight=20
BloomAdaptationScreenLevel=80
BloomAdaptationMultiplier=10

I should have said its very esy to turn on/off in flight sim (Shitf - F12)
