Promotion to Commuter Captain

I'm so very pleased to announce the promotion of Rodrigo Saraiva to
the rank of Commuter Captain.
Rods has been a very active member since joining a short time ago,
and even though Portugal did not win the World Cup, he has not
let that hold him back.
