I believe I've fixed the problem with failed PIREPs using SPAACARS and FSACARS.
I have traced the problem to a segment of the old FSACARS code that attempts to contact vatsim.net for metar information. The site that FSACARS (and subsequently SPAACARS since they share much of the same pirep reporting code) went looking for is no longer a valid URL. The error checking was not adequate to carry on in such a situation so the program abnormally ended and returned "unsuccessful" response to FSACARS and SPAACARS pirep submissions. Currently I've disabled the problem code, can't recall where that metar information populates - I think in the emails only. So...
